Director, Logistics and Shore Integration, Department of the Navy

Ms. Montgomery serves as the Director of the Logistics and Shore Integration Division (N4Z) on the Chief of Naval Operations (OPNAV) staff. She leads the naval sustainment strategy, analyses and planning and programming for the Naval Logistics Enterprise. She came to OPNAV in 2020 as the Deputy Director of the Assessment Division (N81B) and Navy Senior Civilian Analytic Executive. In this position, she oversaw studies and analyses to inform naval senior leader investment and force structure decisions and led the Navy Operations Analysis Community. Appointed to the Senior Executive Service (SES) in 2015, Ms. Montgomery served as the Senior Director for Capabilities and Concepts in the Office of the Deputy Under Secretary of the Navy (DUSN). She was subsequently assigned as the Senior Director for Policy and Strategy - the senior advisor to the DUSN on foreign and defense policy and a broad range of capability and resource issues. Other assignments within the DUSN included designation as the Department of the Navy’s Assistant for Special Operations and Irregular Warfare and Acting Senior Director for Intelligence. Ms. Montgomery entered government service in 1991 as an Operations Research Analyst, supporting the Secretary of the Navy in the Office of Program Appraisal. As the Secretary’s primary program and budget analyst, she integrated the Navy, Marine Corps and Navy Secretariat planning processes and developed planning and programming guidance. She was then detailed to the Office of Naval Research to analyze and improve business and organizational processes. As the Senior Operations Research Analyst in the Forces Division of the Joint Staff (J-8), she implemented DoD’s Capabilities-Based Munitions Requirements process and conducted numerous assessments for the first Quadrennial Defense Review. Ms. Montgomery held multiple positions in the Defense Agencies and the Office of the Secretary of Defense. She served as a Senior Management Analyst for the Chief Financial Executive at the National Imagery and Mapping Agency, establishing financial management policy and improving processes. As the Associate Director for Legislation 12/1/22 and Program Integration, Ms. Montgomery led budget and congressional interaction for the Deputy Under Secretary of Defense for Installations and Environment, drafting testimony and legislation, including the DoD Military Construction Bill. She also served as the Deputy Director for Investment in the Plans and Programs Division of the Office of the Director, Defense Research and Engineering (DDR&E), overseeing DoD’s corporate research and engineering investment. While in DDR&E, she established the DoD Energy Security Task Force, a DoD-wide, Executive cross-functional board chartered to develop a holistic energy strategy, serving as the Deputy Director. As the Deputy of the Integration and Force Structure Branch in the Assessment Division (N81), Ms. Montgomery led studies and analysis of warfighting and support issues and established the Navy’s Analytic Agenda for the Chief of Naval Operations. She also analyzed alternative strategies and force structures to provide options to reshape the Navy in support of sequestration. Ms. Montgomery received a B.S. in Mathematics from Mary Washington College and an M.S. in Operations Research from George Washington University. Significant awards include Department of the Navy Superior and Meritorious Civilian Service Awards and the Joint Meritorious Civilian Service Award.
